Is it legal to have a lower labeled as a .223/5.56 on a 6.5 grendel upper? Somebody at work said to make sure that I look into it before I start my build. I must be honest he has put a scare into me and I just want to make sure.

I hope so, I run a Beowulf on my Grendel lower from time to time, or on a 5.56 lower, or my .223 on a Grendel lower, or etc. You get the picture!
There may be some states (Peoples Republiks of Kalifornia or New Joisy, or Kennedychusetts?) that require the two to be the same, keeping track of that would be impossible!
BUT....Most people buy Beowulf uppers and run them on their own lowers, in fact most Beowulfs are NOT on Beo lowers.
The caliber stamped on the side of the lower has absolutely NO legal bearing on what upper is attached. Period.

Most AR lowers will say 5.56 or multi cal and it shouldn't make a difference but I live in OK where its gun friendly. If you live somewhere like CA, who the hell knows.

Don't give the gun banners any ideas. As of today I've heard of no jurisdiction where this is an issue.

Here in the Communist Republic of Kaliforgnia it doesn't matter what the lower receiver has stamped as a caliber. One can attached any caliber upper receiver one likes as long as you don't mess with the lower receiver serial number which is a big no-no any in any State you live.
In other words, if one of the least gun friendly States in the Union doesn't care about the caliber stamped in the lower receiver, you shouold be OK attaching what ever kind of upper you like.

Well. I'm in either Arizona or North Dakota.
Well, if you are confused as to which one you are currently in then just look at the weather. If it is warm then you are in Arizona. If it is cold and you are depressed then you are in ND.
