    Understanding headspace guage

If an old barrel closes on a no go gauge But not on a Field gauge is it still safe to shoot?

Yes, but not an ideal situation for accuracy or long case life. Closing on a no go means you are at maximum allowable headspace as prescribed by saami. Closing on a field gauge means you should have the rifle repaired and headspace reset.
A good explanation of the differences in the gauges can be found on the CMP website.
