I have an old Panda action with a coned PPC bolt face with no extractor .
Would this PPC bolt work for the Grendel??

Yes, 6mm PPC is the parent of 6.5 Grendel. 6.5 Grendel started out as 6mm PPC necked-up, then later with the shoulder blown forward.
Both have a .441 rim diameter.
