Those guys looked a little more pudgy than the Russian SF I see in movies.
He used the term "Ballistic Plate" Indicating to me that they are likely wearing CII "Pistol" Kevlar with a CIII "Rifle" Steel Plate in front. Hits to the plate would likely be much more tolerable than hits to the kevlar.
Some of those guys looked too thick to penetrate with a 9mm anyway though......
