Need help identifying a bullet

That headstamp rules out the possibility of it being a Winchester SilverTip, as does the fact that the bullet lacks an aluminum-covered (SilverTip) nose.

If you care to spend the time, perhaps you might find that particular .30 USA/.30 Army/.30 Krag JHP load in one of the old Remington or UMC catalogs.
