When I can trust that the fire another person starts on their land, stays on their land, then no problem doing away with such rules. Problem is that no one has been able to train a fire to burn only their property and not their neighbors.

Can't blame the NRA for not wanting to keep active a range area prone to fires. Makes a lot of sense to me. But then again I live in an area prone to forest fires.
