Yes, it has a block in the mag to push the rounds forward. The baffle behind the bolt has an extension to shorten the bolt stroke by about 5/8 - 3/4 (will have to measure that). The extended baffle is around $10 on ebay. The 2.4+ measurement is from the block to the front of the mag so you can load up to 2.4 col if your barrel is throated for it.
