Has it been confirmed the first guy shot was indeed armed and pulling a gun? I thought that at first but then as mentioned by lazyengineer it might have been a robbery and he was grabbing his wallet.

Probably not going for his wallet - if a robbery, he was going for the plate.

New details from perps sister suggest this was likely a suicide by cop or suicide by mass shooting event after all. I'm guessing, likely mass shooting now after all, since there were no cops there.
