Probably because the term belongs to the contemporaries, not the historians. On that side of the political spectrum, today's usage is very much as I've described it. We can argue whether the term is semantically, historically, or factually accurate - but in the end, the conversation is for those who have framed the context in the most meaningful and relevant way. 80/20 rule... Or, to put it a different way... I'll speak to the 80%, in a way that's understood.
From a "leftist" point of view, progressives and liberals operate on completely different planes, and recognize one another by the aforementioned designations. A true progressive dislikes a so-called liberal, almost as much as they dislike a conservative, of any flavor. Don't believe me?
