SH, unsure what you mean... that’s a simple statement, I’m reading the draft now, they are apparently going to post it as a guidance thing and ask for comments, it may be a 14 day period, so watch out it might get posted dec. 24... anyway the draft also indicates they plan to initiate a rule making, and other steps like allowing a registration with waived $200 tax for current owners... still reading the draft however. Fwiw.
I retired from a federal agency that issued guidance docs from time to time in our area of regulation... so I’m just speaking from experience.

edit to add (p. 13 of the draft): "The contents of this document do not have the force and effect of law and are not meant to bind the public in any way."
That's all I was saying in the earlier post.
