I think the Howa has a hammer forged barrel and with use gain velocity and accuracy. There are no guarantees on accuracy, the next lot of ELD-M ammo might shoot lights out. Whether this is because one lot of ammo is better or it is the barrel has seasoned. Youll really never know. A quality hand lapped cut rifled or button rifled barrels like Lilja usually shoot good out of the box. My experience is to put more rounds through the barrel and your equipment before giving up. Any off the shelf rack grade rifle or barrel is luck of the draw. The only sure bet on accuracy is to buy the best quality barrel you can get. Being a hand loader gives you more options on bullets and powder to find an accurate load in your rifle. I try not to get to high of expectations as Im not going to spend my money on real expensive barrels. Im a hobbyist but if you figure the cost of factory ammo the barrels are cheap.
Say 6.5 Grendel factory ammo is $1 per round and the barrel last 8000 rounds. You just spent $8000 so a $700-$800 quality barrel doesnt sound like a bad investment.
