Process-wise they have to read and collate and prepare replies to all of them. All of that has to be done before they can publish a final rule, b/c responses/explanations have to go into the federal register too.
So it might take a while, if there were thousands of comments. Sheer volume can be a problem for them.
Plus IMO the withdrawal of Chipman's name will have a negative effect on getting any rule out, they might not be so gung-ho as that cooled some admin jets... but we'll see.
