I understand your point --- and feel that much of the existing ballistics test data -- interior, exterior, and terminal -- already supports our investigation. the admiral's test won't do much absent a relevance statement. The thing we're working in this thread does that.
It also does that in a way that allows trades in capability and costs, making it very powerful during the advocacy phase. The document we are working will establish relevance in the bean-counting world and, more importantly, let us would-be developers understand what is doable given the multitude of constraints.
Heck , who knows but what we find that the existing pair of cartridges is the best that can be done given all of the constraints?!? The chances are, however, that our effort will establish a viable technical path to a capability more in tune with the needs of our soldiers. I am also sure that we'll find a surprise in what pops out as a "best fit" for the needs...
