Really all you want with the steel targets is to register the hit and even then with the pepper popper type of target I have seen a coil spring used so the target is self setting after a hit. It doesn;t have to fall through the full ark to horozontal to show a solid hit. So long as it is back behind vertical so that if it continues it WOULD fall but with a coil spring set to tip it back past the vertical to the lean forward set position and you can have an afternoon of fun without having to trudge up to the butts after set up untill you are finished for the day.
There can be a bit of trial and error adjusting the spring placing and size-tension, (depending of cartridge being contemplated) but play with one first then do the rest of them.
