GPC or Universal cartridge is DOA. No advanced military with a budget is going to adopt it for a number of very valid reasons, and all you have to do to convince yourself is look at the Tables of Organization & Equipment to come to that reality. If you can't come to that reality after looking at the MTO&E, it's time for another subject.

For a poor nation with easily-swayed dictators, then the universal caliber is a great sell for them.
