The ROTC programs are usually quite pathetic, unless you have a really exceptional leadership climate that knows what it takes to develop young leaders. The field problems are usually a joke, and the overall mentality of the ROTC students is anything but battle-focused, at least what I've seen of Army ROTC programs.

That's true, but speaking as a former high school ROTC member, they are really rather limited in what they can do insofar as teaching war. My ROTC classes were only 55 minutes per day, 5 days a week. That's nowhere near enough time to conduct any kind of field exercises, and still get back in time for one's next class (math, chemistry, etc.). We did a lot of close order drill, but got only minimal weapons training and instruction on other military subjects like patrolling and map reading.
