When I saw this GunsNGear video https://youtu.be/ABCczG9HUjQ, he mentioned the previous AP ammo ban proposed for M855 and the AK equivalent. He mentioned the ATF got over 90K letters/emails protesting the M855 ban, but only 5K regarding the AK ammo.

Result: M855 wasn't banned and the AK stuff was. I think that was the federally mandated 90 day response period. As mentioned here, ATF was illegally saying there was a much shorter period (25 days?) and did it over the holidays.

Idk, but for a proposed regulation or revision to a regulation, then APA comes into play and there's a 60 or 90 comment period. This particular letter is "guidance" so no new regulation is being proposed... yet. That is coming however.
Still, having several thousand comments against will go a long way.

We probably won’t know the reason(s), but I’d be willing to bet the so-called objective factors which weren’t objective at all, got flak from the doj lawyers.
we need to continue to watch for these types of things because a vague law means the govt is the only one who can tell you you are guilty... totally against our system of rule of law.

Oops, apologies, this may be in the wrong thread -- I thought this also covered the P80 seizure stuff...

I just tried to find out the definition of the term "readily converted to" regarding a firearm... and come to discover there isn't a standard, accepted, definition. Some varying terms in case law for the term regarding automatic weapons... but nothing standardized even there.

Interested in this b/c part of the seizure activity for the P80 stuff was their "kit" which included (so I'm told) the jig, maybe drills, and some other small tools to be used for turning the hunk of plastic into a receiver...

If this term is vague and undefined, how can ATF legally call a "kit" a "weapon"... maybe that's what they will try to do in whatever Reg they draft up in 2021...
Still this seems to be a weakness in their case. There is a lot of potential for error in trying to carve a piece of poly into a receiver of any sort, imo.

Might be easier to make an AK from "scratch" since it's more intended to be designed from stamped metal and less on precise machining (again, so I'm told -- I haven't tried any of these).

If somebody has all the actual pieces and only has to assemble them, that's one thing; but a far cry from actually cutting, drilling and machining hunks of material into something useable.
