I'm a part time gun dealer that specializes in bulk bullets for reloading. I ship all over the country. One thing I've learned is that some places in this country have some really strange laws when it comes to reloading components. The best way to figure out what's legal where you are is to go to a local shop that sells reloading supplies and just ask questions. You have to be 21 to purchase handgun ammunition, but other than that 18 usually applies. I'm not even sure I've ever had to fill out anything when buying components. i.e. when at Cabelas buying ammo, they ask for your DOB. Just take into consideration that if you buy primers and powder online, you may need someone 21+ to sign for the Hazmat delivery (Honestly not sure on this, as it popped up on my brief search).
