Bulk bullets?

Right now the market is pretty overpriced on 6.5mm dia bullets. Apparently the TNT 90's used to be 12 cents. Today, they're closer to 22 cents. Getting better quality heavy bullets only gets a lot more expensive from there.
The Nosler Factory Seconds right now looks like best economical bulk path.4x P100

I don't think so. Over run implies over stocked but otherwise good bullets. Factory seconds means not as good as first run bullets4x P100

Many times bullet manufactures dedicate production time to a particular product and if inventory exceeds actual orders the company might discount them to retailers or in the case of Nosler sell them at their own outlet. These bullets would be classified as overruns and are usually top tier in spec bullets.
Blems might have cosmetic differences or slight imperfections which are culled out of the production runs. Sierra test every batch of bullets and if they don’t meet expectations they are either sold as seconds or scrapped. I’ve shot a lot of Sierra Factory seconds and they have peformed good considering their price. I’ve seen where Midway has sold what appear to be Hornady bullets at bulk prices. Sometime the plastic tip are a different color than Hornady marketed bullets.
I prefer the Nosler over runs to blems if they are available.

Ok, that make sense. I like Blems and Factory seconds in my handgun reloads for range time, but have shied away from them for my rifle reloads. Sounds like the Over runs would be a good option to keep the price down and still have consistency down range.
