          I don't know but suspect that not all manufacturers anneal? Is it possible that for ease of manufactur the brass is hard enough for the heads yet soft enough for the necks?

            Sounds like you need to chamfer the inside of the case neck opening. Sharp edges will shave brass off during bullet seating. Also, flat base bullets tend to shave more compared to boat tail. Once done, you do not need to do again unless you trim the case. It doesn't take much, light pressure and a few turns is enough to get rid of the edge. There's a plethora of manufacturers ranging from $9-25.
