I hope they're referring to the manufactured diameter of the neck, with a bullet not seated, but their other 6.5mm cartridge diagrams all show .295" for the 6.5 Creedmoor, .297" for the .260 Rem, .297" for the 6.5 Swede, .295" for the 6.5x54 Mannlicher-Schoenauer, .297" for the 6.5x52 Carcano, and .298" for the .264 Win Mag.
I thought saami was really about chamber dimensions ...
as far as neck dimensions on the brass, it will change in wall thickness
as pressure flows material forward thus changing diameter
