I want to use Talley Lightweight rings but MidwayUSA lists the Rem 700 rings as being for short action, long action, ADL, or BDL. Will the standard short action BDL rings work?
I have a set of Talley lite weight rings on a Howa mini. Rem M700 are the correct rings. The Howa's action is basically a cloned M700 action, with the M700 issues fixed (safety, extractor, trigger) Howa actions are tapped the same as M700 actions. I have low 1" rings/bases with a 40mm scope. Plenty of room for an even larger bell with the sporter weight barrel. They fit great.

So what model number are you using and do they hand over into the ejection port?

yes, I wanted more robust yet super low mounting so went with Burris xt two piece bases and old school detach top mount 1" low weaver rings, they are easily as low as the lowest talley and maybe a bit lower, cheek alignment I'm happy with finally and I'm a guy who rarely finds solutions low enough for factory stocks
if you need lowest 30mm rings look up henneberger, they will be close to this at bottom of scope tube which of course puts center of tube and where your eye goes in eye box about 2.3mm higher...so I'm happiest with this set up and 1" scope

You have 2 to choose from, both are fine.
Outer impact and EGW.
EGW IIRC has both 0 moa and 20 moa. Outer is maybe only 0 moa but I haven't looked at them for a bit.
I'm going to switch my 0 moa for a 20 after new years, to give my scope a little more room. My howa mini for some reason needs more moa to zero the scope than most of my rifles. I have one on there now that works fine but I want a bit more flexibility, so will swap over to the 20 in a few weeks.
I do recommend a bit of blue loktite on the pic rail screws, I had a rail loosen up on me once. Never again.
