This ought to be patently unconstitutional, just like the poll taxes of the Democrat South in the 60's were unconstitutional. To be able to tax a right is to be able to ban it.
As to a supposed "argument" about the costs of [gun] violence, many places do not have such violence yet have gun ownership, if anything the restrictions and defunding of police, allowing criminals to go free, etc etc are the real causes -- where those things are, that's where you find lots of violence.
