Have you considered building on Savage actions?
Yes, the receiver will be a bit longer than absolutely needed, but mounting the barrel is very easy and Savage has a fine reputation for accuracy.

Once started, you could offer a neat line of switch barrels -- all based on the Grendel and running from 20 Grendel through a .338 version.
The customer could order the basic rifle with the 6.5 Grendel with the option of one or more barrels in the other calibers.
