Each state has its own regulations, so it would be hard for me to comment on one other than Virginia where I live, and I can't give any legal advice but only my understanding...
That said, the federal regs deal with, IIRC, any rifle barrel shorter than 16" needs to be registered under the NFA laws... which is why the 14.5" AR-15 barrels typically have welded/permanent pinned flash hiders to the ends, making them >= 16" and therefore not an issue for federal regs.
For a 25.5" bolt-action barrel (or any 25.5 rifle barrel for that matter), I believe it's long enough to not be a problem as far as federal Regs goes. You can usually google your state firearm regs and search for barrel lengths to see what state laws apply. I wouldn't think it's a problem but am not a lawyer so this is not legal advice...
Most of the "legality issues" that arise under the (mistaken but politically chosen) "assault rifle" laws have to do with accepting mags of too many rounds, having a vertical handgrip or having a flash hider on the muzzle... all of which to the uninitiated libs are scary and evil by definition, in their own right. And most of these features apply to semi-automatic rifles.
Heck in some states a ruger 10/22 with an archangel stock and 25-round mag (of 22LR!!!!!) is probably the very face of in-car-nate evilllll!!!!
