Want to work up to 1000yd...need build advice on the reasonable for the rifle

You know, as suggested there is another way to look at solving your problem. First, get your 16" AR rifle. Use it, develop it and learn it's abilities. But unless you absolutely need to go to a Creedmoor, consider staying with the AR 15 platform and getting another 6.5 Grendel upper with a 24-28" barrel. It will save you a lot of money and you'll still be crowding the 1,000 yard mark. The Grendel is easy to shoot, friendly to load for and comparatively easy on barrels.
