I have a pair of leopold std windage rings # 49900 . There is some confusion on my part what base i need for the rings. remington standard base or the weatherby mark 5 base ? or some other one ?
For Leuppy rings you'll need a "howa mini" base if it's a one-piece (if they make one), the mini action is different/shorter length than the 1500 short-action. It's possible if there's a 2-piece base Leup makes, maybe? but I wouldn't know - I use the outer impact (0 moa for me) and it works great. Loctite it down of course.

What rings are you guys using for the outer impact 20 moa rail on your hb howa’s?
I’ve got an older nitrex 6-20x50 from a previous build in some unknown rings that I mounted, but feel it’s a little too tall. I’d like to know if anyone else is using a 50mm objective and what rings have worked??

Not a 50 mm objective but 42mm and useing the burris zrings myself and like them so far.
Mine are medium height and I wish I had gone with low height rings to be honest, there is a good bit of room up front between the barrel and objective lens. Can't say for sure if there would be enough room for a 50mm objective for sure.
You should be able to use a standard Leupold Remington 700 2 piece base set for your rings. One of the mounts may stick out over the ejection port, but you should be ok. I'm using a Remington 700 talley lightweight ring/base combo, and it is a little bit long, but it works. A 1 piece base for your rings will be too long for the mini action.
Edit...I just put in some general specs for a Howa 1500 on the Leupold site. It says 51701, weatherby Mark V. That's a matte finish though.

But I really don't think it will mess up ejection since the outer impact rail goes completely across the whole ejection port.

I think the rings I have now are high. I may order some low and medium rings from Amazon so that I can return the ones that don’t fit easily.
The 20moa rail adds a bit of height by itself.
I run Badger .823" rings on all the Howas HB I have in my Horde. Warne 20 MOA one piece rail, Vortex Viper PST 6-24x50mm with sunshade. Tons of clearance, no problems with bolt cycling or ejection.

That is exactly what I needed to know.
For the .823” rings, Badger lists a bottom of scope ring to top of base dimension of .232”, which would be a “low” ring in most manufacturers.
I think I’ll try the Burris Xtreme tactical rings in the low height and report back. They are showing .25” bottom of ring to top of base.
